The inner fins are inserted into the welded round pipe to obtain the incorporated condition thereof. Further, a plurality of such round pipes is combined. Next, the combined tubes are passed between two sets of rollers to obtain the flat tube 20. The flat tube 20 is bent into a meandering shape and corrugate fins 5 are interposed between the parallel parts of the tube, thereby completing the structure of the heat exchanger.
