The phase difference between the output signals of each pair of said elements 3 is detected by a phase difference detection means 4. A scanning speed detection means 5 detects the scanning speed of the slit like illumination luminous flux of the means 1 and a phase difference correcting means 6 inputs the output signals of the means 4, 5 to correct the phase difference detected by the means 4 on the basis of the output signal of the means 6 and an operation means 7 performs predetermined operation on the basis of the output signal of the means 6 to calculate refractive power. A display apparatus 8 displays the refractive power calculated by the means. By this method, a state equivalent to that wherein the scanning speed of the slit like illumination luminous flux is substantially kept constant is obtained even if said scanning speed varies and highly accurate measurement is enabled.
