Furthermore, system information is stored in a data base 9. Then reasoning is carried out through a, reasoning engine 7 based on contents stored in respective bases 8-1, 8-2 and information of a simulator 11. In such a manner, formation of stable and flexible recovery plan is supported quickly, safely and reliably based on interaction between system condition before/after fault and an operator which is made through a man-machine interface 4 during a reasoning process.
