CONSTITUTION: The number of colors is decreased down to two colors within a mini-block consisting of (4×4) picture elements to obtain the intermediate picture data. When this picture data is converted into the pattern data containing a dot plane where the foreground color (FG color) is set at '1' with the background color (BG color) set at '0' as well as these FG and BG colors, a mini-block is changed only into the BG color as long as the mini-block has just a single color which is equal to the colors of the peripheral mini-blocks. For the mini-blocks having other color boundaries, the color decided from the color of the adjacent mini-block is defined as the BG color with other colors changed into the FG color respectively. Thus it is possible to discriminate clearly the picture boundaries even in case a hard copy is obtained at a user terminal.
