Further a receiver 4 is set at the fixed position of the indoor and the skin potential of the person is taken in a detecting circuit 5 by wireless through the transmitter 3 and the receiver 4. The detecting circuit 5 differentially amplifies the SPL of the hand palm thenar part to that of the forearm introduced out from the potential detecting electrodes 2a, 2b to the order of several volts. An A/D converter 6 converts an analog SPL signal from the detecting circuit 6 into a digital signal to output in a microcomputer 7 for a skin potential change detecting means and a target environment setting means.
