(C) having at least one epoxy group per molecule in a weight ratio of B to C of 1:1, and 1W 400pt.wt. hydraulic inorg. matter (D) such as portland cement, are blended with 100pts.wt. emulsified bituminous material (A) emulsified with a cationic emulsifying agent alone such as beef tallow alkylpropylenediamine addition salt or together with a nonionic emulsitying agent such as a polyoxyethylene alkyl ether. Then 5W1,000wt% (based on the combined amount of components A, B and C) water is mixed with the resulting mixture.
