As the pump 11 is of self- suction type the complementary amount to that supplied to the low pressure line 15 by a charging pump 17 is sucked from the oil on the way back to the tank 21 through the divergence line 22. Thus, little load is generated even when both pumps 11, 17 are in operation, which will smooth the operation of the directional control lever.
