CONSTITUTION: Plural steel tubular piles 6 are driven into the seabed to construct a civil engineering structure 5, roller guides 14 are attached to the structure 5, and plural constituent unit floats 1 of a floating oil fence are integrally fitted into the guides 14 of the rollers 10 of the structure 5 in such a way as to enable them to rise and fall down with changes of tidal wave heights. The floats 1 and weights 2 on the seabed are connected by two wires 3 through a chain block 4, and the floats 1 are forcibly settled down by operation of the block 4. The floats 1 are made to stand still by the tension of the wires 3 against the buoyancy of the floats 1, the float couplers 12 are joined by connecting bolts 13, and the floats 1 are further connected to the adjacent floats by bolts by a diver.
