The right frame moving vector information 101, the difference vector information 106 and the parallax vector information 103 are inputted to a variable length encoding circuit 107 and a variable length code 108 is outputted. Thus, when the difference vector is variable-length-encoded and the short code is assigned to the vector near 0, the information can be encoded with a small information quantity.
