The electrochromic film is colored and decolored in the unsatd. coloring state without implanting 32 millicoulomb charge quantity necessary for saturation of the coloration of the film having the above-mentioned thickness in the stage of coloring the WO
3 film 3 in the above-mentioned manner, by which the device is stably operated for a long period.
