CONSTITUTION: When a mechanical surface aerating tank 7 is operated, the water (a) sucked from the inside of a draft pipe 8 in a nitrifying part 4 and projected outward from the tank 7 flows downward through a packing material part 11 on the outside of the pipe 8, and ascends in the pipe 8 through a passage 9, whereby circulating liquid (b) is preferentially produced. In a denitrifying part 5, part of the nitrifying liquid circulating in the part 4 flows downward, passes upward in the part 12, ascends in a passage pipe 10, thus inducing the bypassing circulating liquid (c) which circulates repeatedly. While the remaining part in the raw water receives the supply of oxygen from the tank 7 in the part 4, said part contacts with the BOD oxidizing bacteria and nitrifying bacteria cultured on the surfaces of the materials 11 and is decomposed.
