And piercing through the spring shoe 6, a spring 14 is set there, and the turning ring 4 is made so as to make it pressable to the fixed ring 2 with constant pressure incessantly by dint of the spring 14 all the time irrespective of movement of the turning shaft to the axial direction. In addition, a bellows 11 holding a hermetical seal with the inside of the container 1 or the atmospheric side is installed between the turning ring 4 and the spring shoe 6.
