The keratin protecting film member is applied by brushing, spraying methods, etc. A chemical administration member is laminated and applied to the above-mentioned protective film to carry out sustained percutaneous absorption of the chemical. The above-mentioned protective film is capable of well adhering to the skin surface by the adhesive force without peeling in movement, etc.
