CONSTITUTION: A vegetable incineration ash (A), obtained by incinerating any one of or an appropriate mixture of an edible plant and brewers' lees in, e.g., an incinerator, is mixed with a substance (B) capable of undergoing an exothermic reaction with water or oxygen, such as an alkali or alkaline earth metal oxide or salt, or an iron powder, (e.g., quick lime) and, if necessary, additives (C) such as a heat storage substance, a reaction inhibitor, an organic or inorganic fertilizer, and a porous substance. This mixture is put into a mixer for sufficient mixing by agitation in an inert gas (e.g., an N
2 gas) or dry air atmosphere to prevent the heat generating substance from undergoing an exothermic reaction, thus giving an objective snow-melting agent.
