The loading plate 3 is installed on a ground to be measured, the upper end of the piston is brought into contact with the ceiling of the working chamber of a pneumatic caisson, through expansion of the piston 1 and the cylinder 2, the loading plate 3 is sunk to measure a sinking amount of a ground. This constitution enables measurement of a displacement amount of the loading plate 3 at one point at a central part, causes following of the jack according to the nature of a swinging ground through the medium of ball seats 31, and enables improvement of measurement precision.
