Laser beam 10 condensed through condenser lens 9 transmits through transparent window 8 with no fluorescent substance 7 coated in glass bulb 6 and then irradiates capsule 1. Thus, capsule 1 is drilled at the area where beam 10 is irradiated, and then the mercury of the inside is heated up to be discharged into the bulb.
