The noncondensable gas is directed to the baffle 16 and then taken out through the breeding hole 17 to the outside. If the biasing plate with a great number of holes 19 of a greater pore diameter toward its outside end, having a fixed inclined angle, is provided at the tip of the partition plate 5, the flow rate distribution of steam is made flat and thus biased flow is lessned and the heat exchanging rate of each cooling pipe is made uniform.
