The control circuit 18 adopts three kinds of control systems on the basis of the detecting signal of a vibration sensor 17 mounted to the ground 1, and complete active control is conducted in a weak shock of an earthquake of the 3rd degree of earthquake intensity or less, model matching control in a middle shock of the earthquake from the 3rd degree to the 5th degree and displacement is controlled in a severe shock of the earthquake of the 5th degree or more respectively.
