CONSTITUTION: The lower ends of leg columns 2 made of steel bar of a cylindrical cross section are softly landed on the seabed 8. Buoyant tanks 11 are provided to the leg columns 2, and an air supply and discharge means operable independently is provided to the chambers of the buoyant tanks 11. To balance all gravity with all buoyancy, a balance regulator with a pressure sensor 20 is provided to the lower end of each leg column 2. Since the structure is constructed only by softly landing it on the seabed, the construction work can be made very economical because the needs for mooring device and foundation work of the seabed are eliminated, and the structure having a high safeness can be obtained.
