3 and ions present in the water in the desalter is regenerated in the regenerator 9, and the waste water produced is coolected in the tank 10, then clarified in the treatment apparatus 12, and sent to the condensed water tank 13, where the switch valves 14W16 and the flow meters 17W19 are provided at the inlets of each desalter and the conductance meters 20W22 and 23W25 are provided, respectively, at inlet and outlet. The accumulative value of ion treatment amount is obtained by multiplying difference in values of both conductance meters for each desalter by flow rate and by adding it to the past value, and by switching valve so as to let secondly great treating amount-desalter wait, desalters are regenerated in such a way that more than two desalters are not operated at the same time.
