CONSTITUTION: When a penstock is discharged the hydraulic turbine is at a standstill and the inlet valve 6, guide vane 16 and drainage valve 12 are closed. When the head tank gate 8 is, under this condition, closed, the inlet valve 6 is opened and guide vane 16 is opened to a certain opening, the generator 18 and a runner 17 in direct connection to the same rotate at a speed in accordance with the rate of flow from the guide vane 16, and the water is discharged out of the penstock 20 to the tailrace 5 until the level in the penstock 20 becomes the same as that in the tail tank 2, so that large drainage area is secured and discharge can be made in a short time.
