CONSTITUTION: In the appartus and method concerned, cooling air is blasted normal to the center axis of molten tube 5. On the other hand, after the cooling air flow, which strickes the molten tube 5, turns at right angles to as to flow the major part of the flow upwards parallel to the molten tube 5. However, the turning of the flow at right angles develops turbulent flow, resulting in running the molten tubes 5 under vibrating state and making the production os film having a certain quality impossible. For preventing the above-mentioned poor quality film from producing, an air straightening tube 10, a shielding plate 11 and an outside air intake port 12 are provided so as to turn the turbulent flow of cooling air flowing out of an air cooling ring 9 into laminar flow and, in addition, to make the further improvement of the cooling effect by the outside air introduced through the outside air intake port 12 possible. As a result, polycaprolactone tubular film can be economically manufactured at high quality by means of air-cooled blown film extrusion.
