CONSTITUTION: A cellulosic biomass (e. g., pulp or wood flour) is thermally decomposed in a pressure vessel in the presence of an organic solvent (e. g., acetone or methanol) at temperature and pressure respectively higher than the critical temperature and critical pressure of this solvent. It is desirable to incorporate a small amount of a carbonaceous substance (e. g., activated charcoal) into this reaction system since the thermal decomposition temperature can be lowered thereby. By this technique, a cellulosic biomass can be liquefied without using a high-pressure reducing gas or inert gas. The raw material cellulosic biomass does not generate gas, such as CO
2 , in thermal decomposition, and the cellulose component can be liquefied completely. Further, since the decomposition product is a solution in an organic solvent, it can be used directly as a low-viscosity liquid fuel, etc., after the removal of the insoluble matter comprising, e. g., a carbonaceous substance and lignin.
