As a result, the output voltage of converter 22 generates an error voltage by leaking power of circuit 21 or a leaking current of circuit 3 and it is added 3 to the output voltage of circuit 8 and amplified 4 before being negatively fed back to the other input terminal of circuit 3 by way of negative feedback circuit 6 and circuits 23 and 8 so that the output voltage of circuit 4 will be zero. Therefore, the power measurement and zero adjustment can alternatively be performed according to the output of oscillator 24.
