When said voltage increases over the voltage of the rectifier 3 of a DC converter 1, the rectifier 3 is set into current obstruction state, and the current which flows from a voltage lowering transformer 2 becomes zero. Therefore, the regenerative power generated in electric car 8 or 9 is supplied to the rotary machine 15 of a regenerative power accumulator 14 through an electric tramway 7. The rotary machine 15 converts regenerative power to mechanical energy, and it is stored in a mechanical energy accumulator 16. While, when the power acceleration consumed power inreases on the contrary, the rotary machine 15 operates as generator, and the energy stored is supplied as electric power to electric cars 8 and 9.
