Only when signal pints at the in-phase and the orthogonal phase are both set within a predetermined area and discriminated to be valid, a clock is outputted from AND circuits 18, 19, and the in-phase control signals of the P and Q channels are respectively outputted from flip-flop circuits 20, 21 as P and Q channel control signals.
