CONSTITUTION: When more than two plus polarity pulses (a) of a bipolar signal using the HDB-3 code rule pass an OR gate 1 and they are inputted to the T-flip flops 3 and 4 of two stages, the outputs (c) of the T-flip flops 3 and 4 are fed back to the OR gate 1 and the operation of the T-flip flops 3 and 4 is stopped. When a minus polarity pulse is inputted to the T-flip flops 3 and 4, the T-flip flops 3 and 4 are reset. Pulses (e) in a number equivalent to that of violation pulses and the error pulsed, which occur on the side of the plus polarity, are outputted by the T-flip flop 4, an invertor 2 and an AND gate 5. Then, a pulse (i) equivalent to the number of the error pulses are outputted by a similar method from the pulses (e).
