The ratio between the inductive impedance of a leakage transformer 21 and the capasitive impedance of a phase advance capacitor 22 is set at 0.1 to 0.4. With such an arrangement, the upward change of the lamp current can be relaxed with respect to the rise in the lamp voltage.
