By considering the pulse generating time of the generator 1 and a time when neighboring Fresnel reflected light reaches a semiconductor optical amplifier 6a, a control means 11 controls a driving circuit 6C and the amplifier 6a is controlled with the excitation current. The output from the amplifier 6a is allowed to pass a band pass type optical filter 6b, so that naturally emitted light is removed and only the vicinity of the wavelength of the reflected light is inputted in the photodetector 7 to be converted into an electrical signal. The signal is amplified by an amplifier 8 and the processed result by an averaging circuit 9 is displayed on a display part 10. Thus, the easiness and the accuracy of measurement are improved and a measuring range is enlarged.
