CONSTITUTION: A collation electrode 18 and a counter electrode 20 separately connected to a potentiostat 16 are arranged in a water chamber 10 interposed between a condenser tube 12 to be measured and a warmup tube 14 and furthermore, the tube 12 is connected to the potentiostat 16 to act as working electrode. The collation electrode 18 is used to measure a natural electrode potential of the tube 12 and subsequently do a polarization potential as potential difference between the counter electrode 20 and the tube 12. Based on the polarization potential and the natural electrode potential, an actual polarization value of the tube 12 is calculated and a resistance value of a potentiometer 34 is corrected so that the actual polarization value almost coincides with a reference polarization value. Furthermore, a stationary polarization current flowing between the counter electrode 20 and the tube 12 is measured and a polarization resistance value of the tube 12 is calculated based on the polarization current thus measured and the polarization value following the correction, by which the original value is made almost coincide with the reference polarization value.
