A signal representing the pseudo error rate from the error rate supervisory section 7 is inputted to a controller 5 to control a phase shifter 6 to be supervised thereby decreasing the pseudo error rate. Thus, since the phase shifter is controlled by a control signal relating directly to the error rate, the error rate is improved.
