CONSTITUTION: An AC voltage supplied from an AC voltage source 11 in a testing voltage generator 10 is converted into a DC voltage by a rectifier 12. The DC voltage is switched through a polarity switch 13 so that positive and negative voltages are alternately applied and then the switched voltage is inputted to a shock voltage generator 14. In the generator 14, electrostatic charge charged in a capacitor is discharge to a waveform shaping circuit through a gap and a required waveform impulse voltage is generated and impressed to a gas insulating apparatus to be a sample. Even if switching impulses whose continuous time is shorter than the half period of the commercial frequency voltage are impressed several times, electrostatic force applied to a conductive foreign substance is extremely low as compared with the force impressed by the commercial frequency voltage. Thereby a highly reliable test can be attained without keeping a rigid state different from practical use.
