The projected top 5 is of a shape almost similar to the stream of rain water collected on the projected bottom 4, where asymmetrical top and bottom 1b and 1a are formed even when wind blows to prevent the formation of asymmetrical vertical cross section of the tube 1. The occurrence of uplift pressure by horizontal wind can thus be prevented, and the rain vibration of cables of a cable-stayed bridge can thus be prevented. Vibration can be prevented by the simple structure.
