CONSTITUTION: A coiled-up PC diagonal cable C is placed on a rotary base seat 4 between the outer frame 8 and inner frame 9 of an unreeler 3 and its binding is released. A sprocket 7 driven by a motor 5 is engaged with a pin rack 6 on the outer peripheral of the rotary base seat 4. While horizontally rotating the rotary base 4 by means of the motor 5, the PC diagonal cable C is drawn up by means of the suspending jig 11 of a work crane 1 and joined to the tower anchoring steel pipe 10 of a tower T. Thereby, no walking crane nor a truck is necessary while preventing the generation of twisting in the PC diagonal cable C in a small space, making the cable suitable for the construction work of a PC diagonal stretched bridge.
