Thus, by setting the virtual speaking time to be a reference for the calculation of the charge of the respective line routes at every extension telephone set 6-9, the suitable virtual speaking time can be set for the actual speaking time having a tendency by the extension telephone sets 6-9, and the line route at the high accuracy can be selected.
