According to the plurality of rules which are executed based on the detected inlet condition, the degree of assurance in each rule is operated and, from this degree of assurance, an idling engine speed is set by a setting means and controlled by a control means. Thereby, even when a cooling capacity is varied, the optimum idling engine speed can be set with simple rules and a function.
