The fuzzy rule is set up in accordance with a previously determined fuzzy rule table 26, a proper value corresponding to the user's transaction degree X1 and the user's age X2 is previously set up and the proper value is compared with a detected result, so that the appropriate conclusion for the detected result can be obtained.
