An opinion/hypothesis rule in the storage part 9 is already adjusted by the adjusting part 7 based upon so-called off-line processing and the adjusted rule is utilized by the application part 5. Thereby, the opinion/hypothesis rule itself is always appropriate and a correct result can be obtained at the time of calculation probability.
