CONSTITUTION: An image information from a TV camera 1, after comversion by A/D convertor 2, is stored in an input image staring unit 3. Address signals prepared by division into a plurality of input images from an input image dividing address generator 6 are supplied to this unit 3 and the image data in each small area of the storing unit 3 are read out in proper order to a mean brightness characteristic extracting unit 8. Further, a small area address dividing an edge image is calculated in an edge image dividing address generating unit 7 and its address is supplied to an edge image storing unit 5 and the edge image data stored in the unit 5 are read out consecutively to an edge characteristic extracting unit 9. The characteristics thus extracted by both extracting units 8, 9 are stored in an image characteristic storing unit 11 and a characteristic of an edge distance is calculated by an edge distance characteristic extracting unit 10. And, the capacity of the unit 11 is reduced and the necessary calculation is minimized by a matching processing unit 14.
