CONSTITUTION: A block read section 1 reads a picture signal in the unit of blocks and a DCT conversion section 2 applies a 2-dimension discrete cosine conversion to it to calculate a DCT conversion coefficient. A statistic quantity calculation section 3 obtains a variance of each conversion coefficient and a band split decision section 4 decides the band including each conversion coefficient in order of larger varaince for the conversion coefficient. A band split section 6 divides plural bands of conversion coefficient according to the decided band split table and generates a vector using the conversion coefficient as the component. A vector quantizer 7 reads a code book from a code book storage section 8 and outputs the result as a vector index. A coder section 9 encodes it and outputs it as a code 107.
