CONSTITUTION: An image block inputted from a signal input terminal 1 is supplied to an orthogonal transformation circuit 2 to perform two-dimensional discrete cosine transformation. Only a low-order transformation coefficient is used and a vector quantizing circuit 3 refers to a code book storage circuit 4 to obtain a representative vector by quantization. The code book storage circuit 4 is stored with vectors based upon only the low-order transformation coefficient as a component and a vector having minimum distortion from an input vector is selected among the stored vectors by the vector quantizing circuit 3 to generate a representative vector, which is outputted to a subtracting circuit 5. The subtracting circuit 5 finds the difference between the input and output vectors of the vector quantizing circuit 3 and this difference, i.e. residual component is quantized by a scalar quantizing circuit 6 and outputted from a scalar quantized signal output terminal 8.
