CONSTITUTION: A packet switching board 3 is equipped with a reception control part 4, a transmission control part 5 and a call control part 6. The reception control part 4 is equipped with a frame supervisory means 6 transmitting a control packet to the transmission control part 5 and a reception processing means 8. The transmission control part 5 is equipped with a preferential control means 9, a preferential queue register 10, a nonpreferential queue register 11 and a transmission processing means 12. Under the control of the call control part 6, the preferential control means 9 registers the preferential and nonpreferential packets received from the reception processing means 8 in registers 10 and 11, and stores a control packet received from the frame supervisory means 6 in the register 10. The transmission processing means 12 constitutes one frame of the preferential and nonpreferential packets and transmits the frame.
