When the bit 41 comes in contact with an excavating face, it is tossed up and is set in a square shape 35 of a hollow center core 34 of a starter 33 through a square shaped projecting 46 at the upper end and the starter is fixed without receiving the rotation of the rotary cylinder 26 and further, a striker 38 moves upward and downward to give a continuous hitting operation to the bit 41 through the starter 33. The cylindrical body 4 descends to grasp the excavated soil in the shovel. Next, a supporting frame 3 is pulled upward by reversely turning the pinion 11 and this time, the shovel is turned by means of a turning travelling system 16 to open the shovel at a specified position and the excavated soil is released.
