Namely, the data from the image input part 1 are inputted to an input part 21 and sent to a data conversion part 22 in units of one picture element and the data conversion part 22 converts the input data on picture elements into tristimulus values X, Y, and Z, etc., represented by an XYZ color specification system of CIE and inputs them to a saturation conversion circuit 23; and saturation data is inputted to a histogram calculation part 24, which calculates the frequency distribution of the saturation data, so that whether the image data is black-and-white or color is discriminated. Consequently, it can accurately be discriminated whether the input image is black and white or color.
