The binarization circuit 54 binarizes the current frame input signal and transmits it to a detection block configuring part 56. Similarly the binarization circuits 63, 67 and 69 binarize the previous frame decoded picture signal and transmit it to a reference block configuring part 71. A binary arithmetic part 76 obtains the evaluation functions of binary data from the detection block configuring part 56 and the reference block configuring part 71, and supplies them to a comparison detection part 78. Among shift control signals, a optimum one is determined based on the evaluation function, and it is transmitted as a moving vector signal.
