The reproduced residual signal obtained by the CDT inverter 307 is turned to the local decoded picture signal after adding a picture signal (predicted value) from a frame memory 310 to it by an adder 308. A multiplier 309 multiplies the local decoded picture signal being the output of this adder 308 by a leak coefficient α. The output signal of the multiplier 309 is stored in the frame memory 310 as the predicted signal of the next frame. Thus, the prediction and encoding of the picture are operated in a time area so that the prediction between the moving compensating frames is attained, and the encoding can be operated at the high encoding efficiency.
