And each of the unit processors 8∼11 performs spatial filtering, and time filtering programmed in advance, and outputs a moving image signal qualified for encoding to an encoding input bus 4, and outputs a feedback moving image signal required for the time filtering to an auxiliary moving image output bus 3. Each of unit processors 12∼15 at the second stage performs the inter-frame encoding for an input signal, and outputs an encoded data to an encoding output bus 7.
