In this case, the priority set when the corresponding segment is swapped is defined as a swapping level and described on each block 6-i. A swap control mechanism 7 links the blocks to form a swapping queue based on said swapping level and the priority. Then the segment corresponding to the block set at the end of the swapping queue is swapped.
