Simultaneously, a rough cultivating layer by the disc plows 29 B is repeatedly applied to both the left and right sides of the fine tilled soil layer A by turning over into an inverted state and in an integrated way to form levees having fixed height and width dimension W. Consequently, high levees applicable for direct planting can be stably and surely made without fear of collapse of shape.
