CONSTITUTION: Filthy water, from which heavy solids or the like are removed, is reserved in a flow rate control vessel A, agitated in an aerating vessel B by feed of oxygen to activate sludge in the filthy water, and then transfered into a precipitating vessel C where the filthy water is separated into sludge and supernatant. The supernatant is fed into a pasteurizing vessel D, pasteurized with chlorine and drained. A part of sludge at the bottom of the precipitating vessel C is returned into the aerating vessel B, while the remainder is introduced into an earthworm-breeding vessel F through a sludge-conditioning vessel E. The sludge is digested by earthworms in tanks F
1 , and castings are formed. The resultant effluent is filtered by adsorption with the castings, fed into a precipitating vessel G and separated into undigested precipitating sludge and supernatant. The precipitating sludge is returned into the sludge-conditioning vessel E and stably digested.
